Launching the National Mental Health Strategy in Lebanon 2024-2030 under the Patronage of the Minister of Health

 
أطلق البرنامج الوطني للصحة النفسية، بالتعاون مع منظمة الصحة العالمية في لبنان وبدعم من الوكالة الفرنسية للتنمية (AFD)، الاستراتيجية الوطنية للصحة النفسية للبنان (2024-2030)، برعاية وحضور وزير الصحة العامة، الدكتور فراس الأبيض والسفير هيرفي ماغرو، القائم بأعمال السفارة الفرنسية في لبنان، في لقاء أقيم في المعهد  العالي  للأعمال (ESA) في بيروت.الأبيض

وشدد الأبيض في كلمة ألقاها خلال اللقاء على أنه "رغم قلة الموارد والظروف الصعبة التي يمر بها البلد كانت الجهود كلها منصبة لإنشاء وتطبيق استراتيجية وطنية للصحة النفسية في لبنان خلال السنوات العشرة الأخيرة وان وزارة الصحة تتطلع الى استكمال التعاون مع كل الأفرقاء لتطبيق الإستراتيجية الجديدة".

ماغرو

بدوره، اعتبر ماغرو ان "الاستراتيجية الوطنية الجديدة للصحة النفسية في لبنان ترتكز على مبادئ وقيم مشتركة: إمكانية الحصول على الرعاية، وكرامة المرضى وحقوقهم، وأهمية الوقاية والتثقيف في مجال الصحة النفسية".

من ناحيته، قال ممثل منظمة الصحة العالمية بالإنابة في لبنان د. عبد الناصر أبو بكر، خلال اللقاء، إن "الاستراتيجية الوطنية تعتبر خارطة طريق، لأنها تتناول جميع مكونات نظام الصحة النفسية وتتوافق مع الأولويات الوطنية والاستراتيجية العالمية. فهي تدمج إجراءات مبنية على الأدلة وتركز على تمكين وبناء قدرات الأفراد وتحسين الوصول الى رعاية صحية نفسية عالية الجودة، بما في ذلك الوقاية من الممارسات الضارة وتعزيز توفر البيانات والأبحاث فضلا عن وضع الأطر القانونية والسياسات المتعلقة بالصحة النفسية". 

الشماعي

بدوره، قدم مدير البرنامج الوطني للصحة النفسية في لبنان الدكتور ربيع الشماعي عرضا مفصلا للاستراتيجية الوطنية للصحة النفسية في لبنان 2024-2030  شارحا الركائز الأساسية التي تم وضعها قيد التنفيذ، وشدد على ان "تعزيز الصحة  النفسية في أوقات الازمات أولوية، وأضاف ان البرنامج الوطني للصحة النفسية يتطلع للتعاون مع كل الشركاء لاستكمال العمل على إصلاح نظام الصحة النفسية بشكل يحصل فيه كل فرد في لبنان على خدمات الصحة النفسية بالقرب من محيطه الجغرافي، بجودة عالية وبأقل كلفة ممكنة". 

وكان اللقاء قد استهل بكلمة ترحيبية من ماكسانس دويو، المدير العام للمعهد العالي للأعمال، ممثلا برنا جريصاتي رزق، مشددة على أن "التزام  ESA في دعم تطبيق الإستراتيجية الوطنيةينبع من قناعة عميقة بأنه يمكن تحقيق النجاح معا رغم كل الازمات. لذلك تم تسخير كل الموارد والخبرات المتوفرة للمساهمة بشكل كبير في كل مرحلة من هذه المبادرة".

وتخلل اللقاء كلمة من الناشطة في مجال حقوق الإنسان ورئيسة جمعية العدالة للصحة النفسية ساشا الحاج عساف قالت فيها "لنستمر في العمل معا لإيجاد سبيل  يتيح لكل مستفيد من الخدمات النفسية  في لبنان الاستمتاع بكرامته وحقوقه الإنسانية".

وتم خلال اللقاء تقديم درع تقديري لوزارة الصحة اللبنانية من قبل منظمة الصحة العالمية بعد فوزها بجائزة فريق العمل المشترك بين الوكالات التابع للأمم المتحدة المعني بالوقاية من الأمراض غير المنقولة ومكافحتها والصحة النفسية لعام 2023، وذلك تقديرا لجهودها الخاصة ببرنامج "خطوة خطوة". 

بدوره، قدم وزير الصحة درعا تقديريا للبرنامج الوطني للصحة النفسية الذي عمل بشكل وثيق مع منظمة الصحة العالمية على تطوير واختبار وتوسيع نطاق برنامج "خطوة خطوة" وهو تدخل رقمي مجاني للمساعدة الذاتية، مثبت علميا، يستخدم في علاج الاكتئاب.

كذلك تم خلال اللقاء عرض تقرير حول فعالية الإستثمار في الصحة النفسية في لبنان.
