Scope of work:

The consultant will be responsible for the following tasks:

a. Stakeholder Engagement:

• Identify and engage key stakeholders, including the national newborn committee healthcare professionals, Un agencies, NGOs, community leaders, and governmental bodies, to garner support for the Newborn Care Road Map.
• Close collaboration with MNH core stakeholders to build on the Newborn Accelerator and prioritization plan

b. Road Map Finalization:

• Development of detailed Activities under the different outputs of the road map
• Ensuring that the road map addresses the priorities highlighted in the national MNH accelerator
• Ensure road map endorsement and alignment with different stakeholders from UN agencies, academia and scientific societies

c. Resource Mobilization:

• Develop strategies for mobilizing financial and human resources required for the successful implementation of the Road Map.
• Explore potential funding sources, partnerships, and collaborations with relevant organizations.

d. Coordination:

• Coordinate and track the efforts for the development of the national guidelines to define the scope of services required at NICUs in Lebanon
• Coordinate the efforts and commitment for implementation among different actors; related to infrastructure upgrade and capacity building standardization.
• Track the implementation of the regional newborn care levels assessment.
• Track the implementation of the national newborn referral system

e. Monitoring and Evaluation:

• Establish a robust monitoring and evaluation framework to track the progress of the Road Map implementation.
• Regularly assess and report on the effectiveness of interventions, identifying areas for improvement.

f. Advocacy and Communication:

• Develop and implement advocacy and communication strategies to raise awareness about the importance of newborn care and the goals of the Road Map.

Deliverables and Schedules

A monthly report should be shared to MOPH and UNICEF outlining:

• The progress in the finalization of the road map structure.
• A summary of partners engagement, coordination meetings and advocacy implemented.
• The road map documentation development progress- (Final draft with detailed activities, Budget, monitoring and evaluation plan)
• The list of mobilization activities implemented
• The challenges noted in the implementation as well as recommendations for improvement

Timing

The duration of the contract will be for a total 12 months.

Reporting Requirements

Formal reporting during this assignment is to the Minister of Health Office, MOPH

Profile Requirements Education:

• Medical Health Professional (MD, nurse , MPH) with strong public health background
• Minimum 4 years’ experience in Neonatology and Paediatrics
• Demonstrated experience in project management, particularly in maternal and child health initiatives.
• Strong communication and interpersonal skills.
• Familiarity with the healthcare landscape and relevant stakeholders.
Language:
• MUST be fluent in Arabic and English
Experience and Skills:
• Experience in managing health projects, providing technical assistance and leadership through monitoring implementation processes, generating reports, and communicating with various stakeholders.
• Skilled in utilizing Microsoft Office tools, with a specific focus on Excel.
• Experience working with the Ministry of Public Health is an asset.
• Excellent written and verbal communication skills.
• Experience in advocacy, coordination, and mobilization of health agendas.
• Experience with processing large amount of information and synthesizing it.
• Ability to work in a team and in a diverse work environment.
• Knowledge of United Nations – particularly UNICEF – processes and work streams is an asset.

Administrative Issues

• The selected candidate will be based at the MOPH.
• The selected candidate will report to the Minister of Health Office at MOPH and the Maternal and Newborn Health Officer at UNICEF.
• The selected candidate will receive a monthly payment of $2000 to their respective bank account. Each monthly payment is subject to the receipt of an approved monthly report and certified invoice.
• The contract is signed with a management service provider working with UNICEF.
• Laptop, phone will not be provided by contracting agent.
